Data Governance Quality Index (DGQI)

The Data Governance Quality Index (DGQI) is a comprehensive framework developed by the Development Monitoring and Evaluation Office (DMEO) under NITI Aayog. Its purpose is to assess and enhance the quality of data governance in various ministries and departments of the Indian government by fostering evidence-based decision-making, data-driven policy implementation, and to enhance transparency and accountability in public governance. The ministries are evaluated along the following metrics to measure their data governance maturity: data quality, data security, use of technology, transparency and data dissemination, and human resource capacity.

Ministry of Culture's Performance

The Ministry of Culture has shown data maturity with a score of 3.61. Transparency and data dissemination have been prioritized through regular updates on cultural scheme implementation. The introduction of dashboards has allowed for better tracking of beneficiaries of cultural schemes but more efforts are required in harnessing technology for deeper insights. There is scope for improvement in adoption of advanced technology like AI and ML to optimize data processing, along with underutilization of data for decision-making purposes.
